Enterprises with import and export rights can apply for import and export trade business independently according to regulations, avoiding the need to deal with foreign trade agencies, not only increasing the import and export costs, but also the worries of customer outflows.

Companies that apply for import and export within the general concept usually only assist in the registration of registration. They do not know that they must be able to handle the application process for customs registration, open foreign currency accounts and apply for electronic port cards. As a result, the import and export of goods is delayed, affecting the company’s operations.

I.Registration of foreign trade operators in China

  • 1.Two copies of the printed “Registration Form”
    For applying for import and export trade operations in mainland China, foreign trade operators are required to register their information online and complete the “Registration Form for Foreign Trade Operators” (hereinafter referred to as the “Registration Form”). After submission, the form should be printed, and the legal representative of the company should sign and affix the company seal. Instructions for completing the “Registration Form” are as follows:
    -Foreign trade operators should diligently complete all required information on the “Registration Form” and ensure that the provided content is complete, accurate, and truthful. Additionally, they should carefully read the terms on the back of the form and have them signed and stamped by the legal representative of the company.
    -The field “Import and Export Enterprise Code” does not need to be filled out as it is automatically generated by the system.
    -The field “Residential Address” refers to the registered address in the business license.
    -The field “Business Premises” refers to the office location.
  • 2.Two copies of the original and photocopy of the “Business License for Corporate Entities.”
  • 3.Two copies of the original and photocopy of the “Unified Organization Code Certificate.”
  • 4.Two copies of the original and photocopy of the “National Tax Registration Certificate.”
  • 5.Two copies of the original and photocopy of the “Capital Verification Report.”
  • 6.One copy of the original and photocopy of the “Bank Account Opening Permit.”
  • 7.Two copies of the original and photocopy of the “Resident Identification Card” of the legal representative.
  • 8.Two copies of the original and photocopy of the “Articles of Association.”

II.The customs handles the registration certificate of the import and export trade consignee and consignor

  • “Customs Declaration Unit Registration Form”, “Registration Form for Customs Declaration Unit Management Personnel”, “Self-Declaration Registration Application for Self-Customs Declaration”
  • Original and photocopy of the registration documents for the foreign trade operator.
  • Original and photocopy of the “Business License for Corporate Entities”
  • Original and photocopy of the “National Tax Registration Certificate”
  • Original and photocopy of the “Bank Account Opening Permit”
  • Original and photocopy of the “Unified Organization Code Certificate”
  • Original and photocopy of the “Articles of Association”
  • Original and photocopy of the “Capital Verification Report”
  • Company seal, customs-specific seal, and personal seal impression of the legal representative (Note: The specifications of the customs-specific seal are an elliptical shape measuring 50×36mm, with the content “×××× Company Customs Specific Seal.”)
  • Original and photocopy of the property ownership, right of use, or lease certificate for the operating premises.
  • Original and photocopy of the “Resident Identification Card” of the legal representative
  • Other materials required by the customs as deemed necessary.

All the aforementioned documents for handling import and export in China must be valid and approved through the review process of the previous year.

III.Bank account opening

IV.How to apply for import and export rights and apply for an electronic port card?

  • Original and duplicate copies of Form 1 and Form 2 (Note: Collected by Customs).
  • The “Business License” original and duplicate copies should be submitted to the Provincial Administration for Industry and Commerce with the “Port Electronic Approval Stamp” affixed.
  • The original and duplicate copies of the “National Tax Registration Certificate” should be submitted to the Provincial Tax Bureau, Refund Division, with the “Port Electronic Approval Stamp” affixed.
  • The original and duplicate copies of the registration filing documents for the foreign trade operator should be submitted to the Development and Planning Department of the Provincial Department of Commerce with the “Port Electronic Approval Stamp” affixed.
  • The original and duplicate copies of the “Unified Organization Code Certificate” should be submitted to the Bureau of Quality and Technical Supervision with the “Port Electronic Approval Stamp” affixed.
  • Form 1 and Form 2 should be submitted to the Provincial Foreign Exchange Administration Branch with the “Port Electronic Approval Stamp” affixed, and copies should be retained for record.
  • The original and duplicate copies of the “Registration Certificate for Import and Export Goods Consignee” should be submitted to the Customs Enterprise Management Section with the “Port Electronic Approval Stamp” affixed.
  • Original and duplicate copies of the “Resident Identity Cards” of the legal representative and operators.
  • Submit all the materials stamped with the “Port Electronic Review Pass Seal” to the Customs Card Production Center for card production.

After the one-month card is prepared, pay the card production fee of CNY820.00 with the letter of introduction and the photocopies of Form 1 and Form 2.

V.Self-care inspection unit record registration certificate

A.Two copies of the printed “Application Form” for self-declaration inspection unit registration should be submitted online in advance for data entry. (After submission, print the form, sign it with the legal representative, and affix the company seal.)

B.Two copies each of the original and duplicate of the “Business License” of the corporate entity.

C.Two copies each of the original and duplicate of the “Unified Organization Code Certificate.”

D.One copy each of the original and duplicate of the registration filing document for the foreign trade operator.

E.Two copies each of the original and duplicate of the China “Registration Certificate for Import and Export Goods Consignee.”

VI.China import and export application for tax refund registration

①.Two copies of the printed “Export Goods Tax Refund (Exemption) Certification Form” for China’s import and export application process.
②.Two copies each of the original and duplicate of the “Business License” of the corporate entity.
③.Two copies each of the original and duplicate of the “Unified Organization Code Certificate.”
④.Two copies each of the original and duplicate of the “Registration Filing Form for Foreign Trade Operators.”
⑤.Two copies each of the original and duplicate of the “Registration Certificate for Import and Export Goods Consignee.”
⑥.Two copies each of the original and duplicate of the “Bank Account Opening Permit.”

VII.China applies for the right to operate import and export trade

The required documents for application are as follows:

4.Original copy of the Basic Account Opening Permit.
